Wyoming Elk- Rifle Unit 38 or Unit 39?

My hunting partner and I are considering applying for a Rifle hunt for Elk in either Unit 38 or 39. Anyone with any knowledge of these units and preference for one over the other?

I would go with area 38

I know the horns pretty good, better access in 38. You must get of the beaten path, plan on hiking to get away from road hunters and Atv hunters. It will be worth the work.
