There are several factors that attribute to noise in a bow. Adding silencers will help in most cases. They will not slow your bow down.
I've always thought adding weight to the limb would slow the limb down. Therefore slowing down the arrow in turn.
I've played around and the only thing other than dropping draw weight, shooting a heavier arrow/tip will cause you bow to lose FPS. Also adding certain items on you string or making it with more strands can also slow it down. I've never personally seen where you'll lose some FPS by adding limb dampeners.
I shoot an invasion do you think it would really make a noticeable difference on the sound?
Hate to say it...but if a deer hears you bow go off...it is not going to matter how fast it is!
I used the Sims Hunter's Pack made by Limbsaver this last season and only got positive results from each component. While slowing my bow down wasn't a concern when I bought the pack, I can't say that there was a noticeable difference. What I did notice was more control and stability from the stabilizer and less vibration and noise from the limb dampeners and leeches. I'd take a more accurate and quieter shot over one that is maybe 10 ft/s faster. I shoot a 2009 Admiral with split limbs.
