What max points means is that you have the most possible points since the points system started. So if the points system started 10 years ago then max points would be 10 points, next year will be 11 and so on and so forth until you finally use those points.

I think the problem is most states subcontract the computer services out, so the "convenience fee" is what a private company bid to take the work. That said, $60 is ridiculous.
