Wondering about WY leftover draw

After work the other day, I called my hunting partner who is retired. He tried to get us leftover 63-2 tags. He got online at 8:02 and all 163 tags were gone. What did he do wrong? Were the tags sold earlier or by some other method we don't know about? Any one know?
:( We started calling some land owners in other zones but it sounds like the drought is hitting hard. Some ranchers reported seeing some antelope dyoff from drought/disease/heat or something. We are thinking of cancelling antelope hunting for this year.

Those tags I believe go on sale on July 10 and usually are gone the same day.

My partner tried to get the tags on July 10th and they were gone 2 minutes after the website opened.

The word from wy G & f was the 63-2 tags were gone @ 12 seconds past 8 am. I know they weren't there @ 30 seconds.

I got on right at 8:00am and picked up two of the 63-2 tags for myself and a buddy. Checked to see if any were left about 7-8 minutes later out of curiosity, and they were gone.
