Mt does not have the revenues to effectively manage the federal lands in MT. It would bankrupt the state. Currently those costs are shared by all US taxpayers.
The best elk I have ever had was an 8 year old bull.
I have been lucky I guess, I haven't had a bad elk yet, including raghorns. Cows are good too.
