go to ID. CO OTC units are so over run with hunter. You will see more hunters than elk at least what i have experienced and ID more than likely will have bigger bulls.

you might want to think about a place where you can get an over the counter tag. if it is your first time you don't want to waste points (if you have any) if you have never been elk hunting before....
