Does apply with a Party have any affect on your draw odds for NM?

Other than if it gets down to where there was less tags than the number in your Party....where I would assume you would not draw...

Is that historically the start dates for all type 1 / type 9 tags, or are there different start dates for different units?

I found something in the regs that said...

I've got 4 NR point and I'm considering apply for a special type 9 tag for unit 45.

I've been doing some research, but have not been able to find on the WY website how early can type 1 hunters...
