As far as I know you should only have to buy an interstate game tag they shouldn't be that expensive and I think you can get them from a meat processor and probably a few other places.
I think the areas that are listed are just limited quota cow/calf they just have a history of not selling all the tags. So this is just a way to make sure the tags get sold and generate more revenue
