Can't answer for Wyoming, but here in Colorado it is usually late November. Wyoming is probably pretty close to that.

Usually mid to late November in Wyoming.
I've seen some hunts in NV that some good bucks start ruttin around first of November... And other years it's a week or two later. No idea about Wyoming tho...
Mature bucks rut mid to late November in Wyo., as ssliger said. Younger bucks typically start thinking about it around the 1st.

In MT, it typically starts the first couple weeks of November and goes clear through December. Like Elkoholi307 said, the little bucks seem to start sooner, and the big bucks swing into it later. It seems to vary a little bit, and sometimes correlates with the weather.

In Cody, the Game and Fish Department found that having mule deer season end by Nov 7 reduced harvest of mature bucks by 40%. That means the mature bucks get into the rut a little earlier than mid-November in at least some years.
Eastern Montana, around Veteran's Day through Thanksgiving. The whitetails tend to rut end of November through the first week of December.
