Does anyone know when the new quota for non resident tags in New Mexico will go in effect?

I really don't like the bill. I'm from New Mexico and I would like more hunting opportunities for myself in my own state but to reduce it that low to non-residents is awful. I would think 85% for residents, 8% for guides and outfitters and 7% for non-residents would be better. On a side note, there is legislation to abolish the game commission in NM as well and putting NMDGF under the office of energy and Natural Resources.

Its so contentious I'm going to go out on a limb and say it doesn't pass. I will bet one american dollar, who wants the other side?
