If the caliber stamp on the gun does not specifically say then no it is not safe to shoot +p in a firearm not marked to do so. If you don't have the owners manual for it, call Tarus and ask for one. It will list in the manual which calibers can be safetly fired in the firearm.
Loads listed for 38+P are considerably higher in pressure than regular 38 Special loads. The issue is not the barrel being heavy enough to handle them, it is the cylinder being adequate to handle the pressure.
