It's getting late so i'll keep my question to the point....
Can a nonresident apply for an elk PP as his first choice and then a cow tag for his second, I have a bunch of elk points but don't want to use them yet.

yes. 2nd choice doesn't effect points at all. you can gain a point and draw a 2nd choice tag. its like having your cake and getting to eat it too!
