    I would narrow your search down to an area you can draw 100% with your points. Since you lose them when you become a resident, you might as well make all those years of accumulating worth it. If you apply for an area that is not 100% and don't draw, you'll lose the points. Even in the best areas in the state, a 350-400" bull is tough to find.

    You can't actually drive into the refuge to hunt, you have to park and walk. None-the less it's a pretty good way to see a lot of bulls.
