I would start by checking the harvest statistics for the various units in Utah and you can see what percentage of hunters are getting their elk. It would also help narrow your search as to which areas to concentrate on. This should be available on the Utah Division of Wildlife website.
Just a thought, for me shooting a spike or a cow is not much of a difference, since it is basically a meat animal. There is a ton of exceptional cow elk hunting in Wyoming and other states.
