Exactly. I'm thinking about starting a petition. Guarantee it would get signed by everyone who doesn't have max points.

It only looks worse and worse every year. It's really gonna be bad when max points gets up to 20, and guys with 0 points are getting tags over those with 19. As if it isn't bad enough already.....

California doesn't discriminate residents and nonresidents, there's no set quota for nonresidents, draw odds are the same for everyone. As far as points go, they do help so long as you not applying for units that require max points to draw.
