    FFL transfers into California.

    My cousin who lives in California wants to buy a stripped lower receiver from a manufacturer here in Washington that I have delta with and recommended to him. When he went to talk to the FFL dealer he has used for years they told him they absolutely would not accept a stripped lower for him. Has anyone in CA done a transfer like this? I know the way the CA gun laws are alot of out of state dealers wont sell to CA but havent herd of this before. Is this normal these days or is it just the FFL dealer he is using? Thanks!

    Asking for forum "pro's" advise or speculation can be a dangerous legal challenge if that advise is followed especially for a CA res.

    best advise is call a few gun shops that you can google near him and see what they say directly.

    I hear ya digger. I lived in cali at one time. Even about 10 years ago while I was still a Ca resident I was looking at a gun when I was in MT and the guy at the store told me "Im sorry but if your from California we cant help you". I bought a few guns while I lived there and did have 1 used gun shipped in from another state without a problem but I used a different FFL thats no longer open and I imagine its gotten worse since then.

    We have an FFL dealer here where I live that is the same way. He said it just isn't worth the headache.

    I purchased a stripped lower about a year ago, I have also purchased a few other guns from Gunbroker etc. I've never had a problem with them being shipped here or accepted, it may just depend on the FFL. what I do see some times, are out of state FFL don't want to sell or ship to Ca, a couple years ago Ca. Required some extra paper work... I believe, but that really wasn't a big deal either. Unless the laws have changed recently that's what it's been.

    California FFL dealers can be a pain. Most gun shops here are horrible to deal with, if they don't make a fortune on every transaction they won't deal with you.
    It's probably not the law that's giving you fits but your dealer. Check with other dealers and I bet you can find one to do your transfer.

    The first F in FFL stands for Federal, and sales across state lines are interstate commerce. California law should have little or nothing to do with this --except that California law enforcement may have some role and be more aggressive in enforcing federal requirements. I think Squirrelduster has it about right, probably more the dealer than the law.
